This program was written for use with the NVIDIA TV Tool, a third party program which allows for improved TV-Out image quality when used with TNT and GeForce cards. One of the issues with the higher quality is that the TV image is overscanned, and if a video file is played at full screen, large chunks would be truncated by the TV Overscan. With the use of this program, you can scale the window to match exactly your TV screen size, thus have minimal overscan at maximum sharpness.

(Of course, this program isn't limited to any single use, it can work on any window that doesn't check it's own size).
